I don't think its an isekai. He didn't die. Also, I think this is happening in real time. They could be in a small world. MC thought that the place was the remnants of the Sword Empire...but that no one has a cultivation above the Supernatural Realm, which is where mc is at. If they are in a small world where anything other than sword skills have a ban that would account for why no one has a higher cultivation level.

I hope so, illusions of the past are lame. I guess when they talked about the sword dynasty in past tense they meant the glory days are over not that it actually ended, or that the outside world doesn't know that the sword dynasty survived
